ICBA and Choice to Launch Research on Ukraine’s Public Service, Lobbying, and Sanctions Legal Market
The International Council of Business Attorneys (ICBA), together with Choice, is launching the next stage of its research into Ukraine’s legal services market. Beginning September 1, Choice will start collecting and reviewing questionnaires from law firms and legal practitioners specializing in Public Service, Lobbying, and Sanctions.
The research focuses on identifying the leading law firms and practitioners in Ukraine’s Public Service, Lobbying, and Sanctions practices. As part of the study, ICBA and Choice will assess the market’s key participants, analyze the most significant mandates and professional achievements, and evaluate the expertise of legal teams advising clients on public administration, government relations, lobbying regulation, sanctions compliance, the imposition and challenging of Ukrainian and international sanctions, asset-freezing measures, sanctions risk management, and other related regulatory and dispute-resolution matters.
Participants will be evaluated based on a number of professional criteria, including:
- the complexity and significance of legal matters handled during 2024–2025;
- professional expertise and specialization of the legal team;
- landmark projects and representative mandates;
- innovative legal solutions and client service approaches;
- contribution to the development of the relevant practice area;
- professional reputation and market recognition.
Law firms and individual practitioners wishing to participate in the research are invited to complete the questionnaire and submit it to icbachoice@gmail.com.

- Team information;
- Practice area selection;
- Description of key matters and professional expertise;
- Landmark projects and representative experience during 2024–2025.
Following the completion of the research, ICBA and Choice will publish the results, recognize the leading professionals and law firms in the fields of Public Service, Lobbying, and Sanctions, and recommend them to ICBA’s international network of legal partners and clients.
